If you killed Elvis (HLL Guards) in the HLL building, you are screwed. Take a look at your faction rating in your journal with the Higardi. I bet they are none to happy with you. You also probably got a message when you killed one of the HLL guys stating your faction rating with XXX has dropped. The only solution I see is for you to load a save game prior to this nasty incident.
As for Marten's Badge, I have had zero problem carrying it my party inventory. Everyone in town still talks to me and I only got the one weird look when I talked to Tramain.
