Rule number 5 looks good.

The only other thing would be a notice more than a rule, and that would be; if they are sending their mods someplace, where and how; if they are not sending their mods someplace, how and who to they should announce their uploads at their own site.

Hopefully we can get these last little bits worked out today or tomorrow at the latest so the people will have 4 weeks to enter.
