I'm happy enough with rotating moderators, and I think Manikus' suggestion about rotating competitions is a good one, it gives everyone a good shot at entering and winning (people who are not good with art can try a mod, people who can't do music can do art, or whatever, you get the idea.)
The reason I suggested letting the winner choose the rules is because:
a) It is a little reward for winning, and
b) It adds something of a challenge when people don't know what is going to come up next month, and the more unusual rules can help to get people a little more creative.
That being said, I'd be happy with everyone deciding on the rules each month. Perhaps as Manikus said, the winner gets the option of including one rule of his/her choice.
