1. Not yet. This is something we plan to add in the future. We want to make the class/race/rules editable.

2. Yes. In the NPC editor, check the Pre-Gen box and that NPC will show up in the list when the player adds a character. The player will still need to choose to add the NPC. Also, in the global settings you can set the min/max party size and disable new character creation if you like, thus forcing the player to use your pre-gen NPC.
