As for Gandalf vis-a-vis Moria, Note that there are two ways he could have gone. One passed by Isengard, and was therefore probably guarded by Saruman and his entire army of goblins. The other went through Moria, and at least the Balrog didn't know they were coming. The Fellowship alerting the Balrog was very much a worst-case scenario.
