Yes I have actually tried that and it works. Protection from magic can be cast on target. I do believe I have the latest patch, but it's been a while since I checked. If they spend time fiddling with this scroll to prevent it being used to take out hostile mages I would consider it a tremendous waste of time and energy. The scrolls are so rare that you really deserve the egde if you can hold on to them. I humbly point at the bugs associated with Otilukes and suggest more energy was put into fixing that.
As for saving throws... I can be mistaken. Either in 2ed D&D or 2ed AD&D there is no guarantee for a saving throw. I could confuse the two.
