It is part of EfU, take a walk around outside the yawning portal and when you reach a market place that sometimes has spawning trolls you will find an exit to Waterdeep.
While walking around tradeway enjoy yourself with a lower character but be carefull of straying past the warning signs into Trollbark swamp. The warning signs are there for a VERY good reason
