Don't think so but others may have done better.
The best scimitars I've found, apart from the Xanther one, are the Desert Dustmaker and Bumbis' Scaleslice.
Still, with the critical threat a keen scimitar has you can't really expect a high attack bonus as well.
Nice to dream though.
