Are they in the NWN/Hak folder, or in a NWN/Hak/Something subfolder? That, too, makes a difference and the files won't work in the case of the latter.

Also, yes, I agree. While the Hak packs offer a good way to add custom content to NWN and they're not impossible to distribute, it can be a real puzzle for the actual player to work out where to put what in order to get it functioning propery.
