The arnaden_cepv2.tlk file is part of the EfU hak pack. If you've downloaded that one, then you should have the file somewhere on your system.
Being a .tlk file, it should go into your /nwn/tlk folder in order to work. I believe all the other files in the hak pack are .hak files, they go into the .hak folder.
