The easiest option is changing the well's OnUsed script to one that
1) Checks for the pass
2) If the pass is there, jumps the player to a waypoint below
3) If the pass isn't there, runs its conversation (or just returns a line) saying the player needs to get one.
Down below, you'd do something similar for the rope. OnUsed, it checks to see if the player has at least 1gp, if so removes 1gp and jumps the player to a waypoint beside the well, if not so, tells the player the guards won't let the player back up without his paying 1gp.
There'd be no more need for the triggers around the well and below the rope/chain then.
