Hm, i havent heard of this one. You should get arrested if you leave the 3rd floor, or if you somehow reach the 6th floor. Try exiting the library, you should get arrested then too.
If that doesnt help, try removing all contents on your "override" folder in your Baldurs Gate directory.
Also try installing the latest patch if you havent.
