Deekin levels up on his own, when he reaches and certain level I believe he starts a conversation. At that point you have the option for him to level as a Dragon disciple or bard when you talk to him. It as been awahile but most likely you are not at that point yet.

I loved using Linu La'neral she is a good healer.
