Monks get a max of 5 attacks per round at level 20 (18, actually). With Flurry of Blows it becomes 6 APR, and 7 with a Haste effect. If you dual-wield kamas with Two-weapon Fighting and Improved Two-weapon Fighting you can get 9 APR. A Fighter/Monk 16/4 dual-wielding kamas with Two-weapon F. and Imp. Two-weapon F. can get 11 or 12 APR, but this is an exploit of game rules. I believe the dual-wield APR bonuses and the Haste bonuses are dubious as well if we regard PnP rules.
