Pretty much, Deadmoney is dead on on the first question. So long as you keep the fighter/rogue lvls close together, read as within one, you should be fine.
As for your second question; I'm not sure what your asking, but I'll say that there would be major differences between the two. Firstly, your Attack base would be higher in the 6/2/2 set, due to more lvls, and you would have several more skill points than at 6/1/1.
