The 'hand' uses a melee touch attack to determine whether or not it hits.
Your attack (d20 roll + base attack bonus + ability modifiers (STR or DEX) + other modifiers) has to beat your opponent's unenchanted AC (10 + Dex modifier up to the amount allowed by the worn armor + AC bonusses through skills + AC bonusses through feats + unenchanted armor AC).
If you feel you miss often, there are four things to try.
- Take points in the Taunt skill to lower your opponent's AC
- Cast spells that improve your attack bonus (Truestrike, Bless, and so on. Clerics have a lot of these)
- Take levels in one of the fighting classes (their base attack bonus grows more rapidly with levels)
- Improve your own Strength, or, if you have the Weapon Finesse feat, Dexterity.
Best classes then might be Cleric (for spells), or one of Fighter, Barbarian, Paladin, Ranger, Arcane Archer, Blackguard, Dwarven Defender, Weapon Master or Champion of Torm. Red Dragon Disciple is decent also, it more or less makes up for the lower attack bonus with the +4 STR modifier.
But I'd leave that and just remember to cast my Truestrike just before using the touch.
