There's no rolling for stats in 3E, and they work slightly differently (there's no cap at 25, for one). But you can certainly adapt your character. The easiest program to use for that would be LETO. Alternatively, you can use the console commands.

The game might view the character as illegal if the maths for stats and everything do not add up, but you can decide whether or not that should keep you from using the character by changing the ELC settings in the ini file.
