Assuming you tried to bash or pick the lock, if it's locked, I don't recall anything special to opening that door. I just finished the game and that part of it the day before yesterday, so it is pretty fresh in my mind. I wish I could help.

When I am near my PC with the toolset I will open it up and take a look at that door for you, but it may not be for a few hours.
