The shiny water effect depends on some features in the DX8 extensions. You'll need a newish geforce to enable it. A geforce4 or newer should work. And yes, there are also ATI cards that can do it, but I can never keep them straight. I do know that it can't be done on the cards that are supposedly equivalent to the G4 series, but newer ones can.
