When you use the button, Windows is saving the picture in its vast secretive brain. To get the picture to appear after using the button, open a Word doc. or Paint doc., and "CTRL + V" to place the pic on the page. Then you can move the arrows around to clear away the white space.
If you use XP, and the button does not work, you have to follow this guide.
1. Open Control Panel | Accessibility Options
2. Select the Keyboard tab
3. Turn off 'Use FilterKeys'
