It is possible to get all 5 torches, but I've only done it once. You need to ask things in just the right way to get it. andrewas is correct in that, as far as you are concerned, racism does not exist. Ignore any and all racist things that are said. In fact, both Rolgan and his wife you should barely question (and ignore the little "incident" between the prosecutor and Rolgan's wife). Stick with just the facts, and only ask about the facts (only ask about spiking drinks, gambling, etc.). Avoid digressing from the facts at all costs. The big thing is to put out there is the spiking of the drink, and just ask for general motivations (beyond racism). Very difficult quest to do right, requiring a lot of thought; that's why it is my favorite quest in the game.
