No, if the level requirement is 16 (I assume 16-20 means 16) then you must be that lvl or over to use it. Level req's are established through the items properties/enhancements, not by you. What is probably happening you is you have ILR's (item level restrictions) off in that module - in SOU it was off to allow PC's to use certain items.
