I've never used "Trace FPS", but I'm guess it's simply a real time readout of the number frames per second that is being rendered.
As for tips to improve your framerates, well, you've plenty of RAM, and although a Celeron 900 is dated and doesn't pack much of a punch, it should be sufficient when coupled with a power graphics card (which a Radeon 7000 is not). So a new Graphics card should be high on your list of upgrade prioities. How good you go depends entirely on your budget, but the best cards in terms of value/performance are the Radeon 9600 cards at the moment. Here in Britain, £125 ($200 ish) will get a 9600 XT, which is the top of the 9600 line.
