Started playing again recently. This is the first time I have played the game that the little girl did not show up. So no Officer named Vai. I have been selling them to the mage west of Beregost, and the mage in the dome building in the first area of the city. Just in case people did the bandit camp before ever meeting the little girl, you can still sell them for decent prices. Don't know what mages want with Bandit scalps however.
