I found out it is a bug, but you can get around it by talking to the mercenaries guarding the door of the brothel before going to talk to Erb or Yvette - apparently that sets the flags for these quests. Bloomin annoying, looks like I will have to get the latest patch in case there are any other bugs coming up - which will probably take hours as I have dial-up
