Actually, the smith in Chapter One make the +1-weapons (Stonefire +1, Astral Blade +1, Harbinger Kin +1, etc). And then, when you get to Chapter Three, the smith there can make the +1-weapons into the +3-weapons (Harbinger Kin +1 ->+3, Astral Blade +1 ->+3, Stonefire +1 ->+3, etc).
