IIRC, my Druid was able to open any chest in HH just by his lightnings. However i might missed this one, it happens. That one was human, i'm going with elf this time - still in Ch.1, so i might see later.
The other thing i was definitely above 10 there, so it's quite possible Tom might be able to unlock it.
