Before you can enter Luskan you must find the 2 seperate peices of evidence that Aribeth requires as to the location of the Cult, which consequently is Luskan then Aribeth and Aarin Gend tell you that you must go to Luskan and Aarin makes arangments with one of the gate guards to allow you into Luskan. But be careful...once you enter Luskan you cannot return to Port Last so tie up your loose ends first...you are told this by Aribeth though.
