This was posted in another thread, provided by Chewbacca, and I feel it could be relevant here. You can download a module that will give you items and level (so you don't have to go online to do it.)

Not sure if you can create Quest items, but it could be helpful. If nothing else, you can recreate your character allocating points to the stats you "messed up" on when you were making them and since it uses game play leveling, will not make you illegal.
