And is this something new in the 3rd ed. rules?
I haven't played since the 80s (1st Ed) and all I can remember is being able to choose 1 racial enemy when you rolled your character.

1st ed? You still have your original box from the original boxed set? I wrecked my box in a move and tossed it.
Otherwise I've got everything from 1st Ed.
And your Ranger memories (one racial enemy) are correct. This is 3E.
Well, enough. I keep gathering wool like this and people'll think I'm a sheep farmer.
Seems to me that a character didn't raise as high a level too. Wasn't it like 13 or something? And there were limitations on how high a non-human class could go. Something like 6th or 7th in certain classes. The one issue that I did like about Ranger from the 1st edition is that you had MAGIC USER spells, and not DRUIDIC. I only remember 1 racial enemy too, and there wasn't as large a selection as there is today in 3E. I still have the Player's Handbook, DM GUIDE, Dieties & Demigods (With Cthulu & Nehwon Mythos, as well as Elric and his famous sword), Unearthed Arcana, & Tome of Magic. I sold most of the rest to get 2nd edition stuff.
