I can only assume that they don't give xp for disarming traps and opening locks because those are now skills. If they give xp for those two skills, they would have to give xp for all skills. This would include healing, lore and persuasion, as well as the automatic skills, like discipline and concentration. I wouldn't really have a problem with them giving xp for all skills, or only for the rogue skills. It could be exploited, but so can everything else in this game.
