In this context i dont agree. When a characeter is reffered to as lawfull, it means that he completely obeys a specific code of conduct to which everyone (and by that i mean player-characters, or inhabitants of a particular country) is meant to abide by. Just because you follow a particular set of rules personnel to yourself doesnt neccesarily mean that those rules are consistent with the "law".
How could you ever define what is lawfull and unlawfull, if what is seen as against the law for one person isn't for another, i.e. there is no standard.
If a person has a code of conduct not entirely consistent with the law they are therefore neutral/unlawfull
If a person has no set of rules or ethics which he obeys he is chaotic.
