That is part of a quest that starts in the Temple of Tyr. Go back to the Core and seek out Oleff (he's in a side room off from the main chamber with the portal). He'll send you to a tomb in the Peninsula district. Go there and you'll find the items that open the doors, along with a book stating where each of the other tombs is. The door that you found in Blacklake is one of the tomb doors, and without the other items you can't get in. Oh, a warning to you. The other tombs are easy enough to fight through, but that one is Blacklake is a nightmare. Many people just run in, grab what you need, and use the Stone of Recall to escape. You'll see what I mean when you get in there.
