I had trouble with this also, but i figured it out

When you read the big book it mentions the fire beetle belly and some low level spell. You can grab a belly in the adjacent room, next to the entrance. The spell it mentions comes from a wand that casts burning hands, found in that level(not sure which room), so pick that up too.
Now, put the belly into the ritual brazier in the summoning room, then use the wand on the brazier, and Belial will appear. If you want to kill him, then dont use the wand of protection, found on that level also. If you want info out of him, make sure u have points in pesuade, and use the wand to cast protection from evil on you
