In The Blacklake district there is a militia house in the corner. A couple of houses away from this is the entrance into a house. You go in and find that it is an underground tomb excavation. You need to get the OK from the Judge (O- something)in The HAll of Justice, then you go back in and the guard lets you open the sarcophagus (sp??) Inside you find a log book and three "Ceremonial" things: a sword, a shield, and an arrow. One of these is needed to place inside the chest outside the doors of three different tomb entrances, in three different districts.. one (the toughest fight i think of ALL chapter one) is that one behind the staircase.
