Actually, the game won't let you equip the weapon if you are not proficient. However, per the manual, wizards are proficient with clubs, daggers, light and heavy crossbows, and quarterstaves. So now, they can't use darts or slings anymore (get crossbows instead, which IMHO is much better for the wizard).
