The problem isn't a cap, Bioware hasn't stopped you from levelling for some reason. The problem is that the rules do not go beyond 20th level, so nothing beyond 20th is implemented. Maybe someone will come up with a remover, but I don't see how, and I don't know what a character will get if they somehow advance beyond 20.
