I don't think so...there won't be a closed network like there is for Diablo. Instead there will be a "vault" where you can save your character that has rules and restrictions to prevent cheating. Your character is saved under the user name primarily, not the character name, so I don't think naming will be a pain like it was with battle.net.
When you start a game on a server you can specify what kind of characters can be used...like ones from the "vault" for example.
Since the dynamic for the game will be mostly playing in cooperative groups, I think cheating will be on a honor system with people you know. There's no fun in running a 20th level wiz right off the bat and carving your way through the modules, that would get really boring very quickly.
