This MAY be besides the point, but in my veiw, if we are to integrate Xvarts into our community, then why not kobolds and tasloi, or even gnolls! These creatures are all pretty much intelligent just with a bit of a violent nature and I belive that this could easily be controlled.

Just a thought!
