No it's not a bug, it's a feature of the AD&D rules. Every level up is a thrown dice with modifications. Radek has made an excellent explanation of this phenomena. I hope he has posted it in the Best tip thread. If he hasn't you will have to wait until he gets here and can re-post his explanation.
