Well... Scanthril will give you the Assassin's Dagger if you kill Raskalion for him . IF you talk to Scanthril first and get the quest AND if you return with the news (and have actually completed the deed) Raskalion is dead. The dagger is necesary to ascend to Assassin...without it, you will not be able to do that role.
