Once you have the "job" from to kill Raskallion you have to kill Rasakallion to complete the quest (the Assiassin scroll thing is irrelevant), then report back to the Ratkin guy and he'll give you the Assassin dagger as reward.
Then go to the Pawn shop in town and the char who has the dagger in their inventory will be offered promotion to Assassin. The downside is that if you accept then the dagger dissapears which is a shame as its about the best weapon in the game even though its 2nd weapon only.

One other thing, is that when you have the Assassin dagger you can invoke it and acquire the deathstrike skill which is very good, killing baddies with one hit.
