Cheese doesn't necesarily mean cheating. Afterall, there is a certain item in BG2 known as the cloak of cheese. It is not a cheat because it is perfectly acquireable through normal means in the game. Cheese is used to refer to cheesy tactics or items that make battles painfully easier. Holding major enemies at bay with summons is just one form of cheese. There is the potential for a decent debate over whether such tactics are just intelligently implimented plans or exploitations of the games poor AI. I personally if I were the DM of this adventure would have had Saervok (the immensly powerful person he is supposed to be) fling the summons to either side and go straight for the protagonist.

Oh yeah, no need to through a fit. My comment was meant in jest.
