I do believe there is a consistant order to the skills which may not be apparent when you're first playing and different characters are getting different skills but as you gradually fill out the list of available skills - they get listed in the same order.

So it is good advice to put your points into the skills that may scroll off the screen soon. Then there is always the character editor to assist when a skill has scrolled.
