The 1st quest is...to find out what happened to Scanthril's spy.

is the burned body...the one with the 'Miners Writ'.
...and you don't
need to make 2 trips;

job'...after Scanthril gives you the 1st quest. He'll say..."Oh...so you want in on the
real action....". Then he gives you the 'Kill Rathscallion' quest.
One note..
..I'm not sure if this works in a patched game, I play without the 'Patch'.
