Some answers then...

1) The leprechaun doesn´t give you that per say. You´ll have to walk a bit further in to that glade. There you´ll find 3 chests, no lockpicking required. Try checking there.

2) You´ve tried giving it to him right? You aren´t trying to use it on him? lol

Otherwise, I´ve never heard of that...
