Well, yes! I found them both! Quests now completed! Going forward for the Orb of Clarity!
Those guys indeed were on their places. I was confused becase, when I finished Valeia Town Hall's quest I've met the Troll in random locations: walk for a while and you'll met him.
In the case of Sculz all was different: it did not came into my mind that I should visit places I have already visited before.
But everything is ok!
