Hi mad god;

Mon the sculz, starts out at a treasure chest, in the woods, a little south/west of the windmill..

.. However, if you've had the quest for a while, He's arleady started looking for you. He could be anywhere between the windmill and town... If you've had the quest for a ...long... while, I would start at the East gate and loop north around town. (Early on, I thought he was random, because he once showed up at the east gate, during a level-up.)

Tevik Teporn, on the other hand is always in the small clearing west of the Ishad N'ha cave. Right where you leave the river, when you go to Ishad N'ha. There's a small clearing to the right, just before the path town.
