I'm not sure if you can learn 'second weapon' as a ranger, but if the 'second weapon' skill is learned before becoming a ranger, 'Katana' is the only second weapon you can not use.

BTW...My assassins are still able to use 'Fletchery', I think warlock is the only Elite role that can not use a bow.
