More specifically, the only quests which do not give guild level advancement are:
Warrior Guild: Mon the Sculz
Priest Guild: Ring of Saints
Wizard Guild: Tevik Teporn
Since each guild in Valeia has one quest that does not give a guild level, then you can only get to guild level 3 in Valeia. Guild level 4 and up comes from Ishad'Na and Brimloch Roon.
